My good friend lives in a town in Texas of about 300 people, needless to say finding a well-paying job is tough. Her boss of 10 years has repeatedly asked the employees to hold paychecks for a day or so (they are paid weekly), while, according to my friend, he transfers money out of the company account into his personal one. Many times checks have bounced on many people, but again- small town, no jobs, people worry about reporting him.
My friend knows for a fact that he has 2 or 3 illegals working for him on his ranch, to whom he pays something like $800 a month (cash I'm sure) and has seen what some of the other business money goes to instead of the employees who keep the business running. I've been at her for years to report him and now its starting to get through to her, but she is terrified of the repercussions if she does- as you apparently can't report annonymously.
