i came home from a friend house one night. Three days later, my friend call me and accused that i backed up into his car. i looked at my car and i saw scratches. i never reversed and i figure that it was my friend bump into my car. i call the Newington cops, they said that the cases was old that it took place 3 day ago. so a report was not able to be made. do the insurance do investigation without a police report? if the other person ask me to hand over my car to his insurance to do a examination, but the police told me that since the case is 3 day ago there can't be investigation .
